I am trying to activate LBWE data source in purchasing. In dev, they were already active. but when i activate the data sources and activate them in RSA6 and send my transport to QA, in QA, they stay inactive. I have tried this 3 times already but QA does not turn Active. it still says Inactivefor datasource. is there some thing else that i need to do?

What your transport log says?
At Qua you cant do any thing.
From dev system, again collect active data source and transport Qua.
at ECC Dev, you can activate data sources LBWE after the changes.

I am little confused here. QA here refers to ECC QA or BW QA?
In general if you are moving ECC datasources from BW dev to QA, below are the steps.
1. activate your ECC datasource at ECC end, collect in a transport and move it to ECC QA.
2. Replicate ECC datasource at BW dev.
3. Collect the datasource at BW end in a transport.
4. Replicate metadata at BW QA end for ECC datasources (assuming transport done from ECC to BW QA)
5. Move the transport from BW dev to QA, this will activate the datsource.

did you check whether delta queues are empty?
for LBWE datasource this is absolutely a requirement although i don't know if it affects datasource getting inactive.

after collecting the TR firsr check the TR's consistency in SE09
select the TR -> go to the request tab -> check the compelete check.
if are getting any errors check it out again.
then activate the objects the import to target system.

Please make sure that the next two objects (apart from others objects involved) are included in your Transport Request:
The first one is included by activating from tcode RSO2 and the second by RSDS.
