How and when does SUM tool recognize corrupted or partially downloaded SAR files during an upgrade?
It identifies during extraction phase when it tries to uncar the files.

If you go through the log file, somewhere you'll find "SAPCAR: error reading from filename.SAR".

How does SUM tool identify whether a SAR file is corrupted or not?
During the extraction phase when you gets the issue,best would be to check with logs generated during the phase & steps.After analysis you would be able to find exactly for the main causes of failure of SAR file if any.
During process a SAR archive could fail with the following
error messages under log files :
non-unicode SAPCAR: format error in header
unicode SAPCAR: Illegal byte sequence
core dump when extracting files from an archive
