Employee hired in 04/14 as a contrctr,was made permnt in 03/15, the current time evaluation period is 04/15,as per client a permnt employee should get quota,wheni ranquota for this period quota is reflecting but quota buckets are not getting filled?
As mentioned by Vivek, No one can predict what is configured in the system with out looking into it, place the screen shots it helps to understand clearly.

Can you please share your configuration for V_T559L table and any PCR, if involved, in time type generation related to quota?
Honestly speaking, it will be difficult for any consultant in SCN to provide solution to your query with so little information. And whatever may be provided will be guess work.

Further check:
1. In V_T559L:
1.1 which groupings does/do the quotas apply?
1.2 if the quota is being generated on a date type,
2. For the employee:
2.1 In IT 7 - if the Time Management status is set for time eval.
2.2 IT 16 - contract type - if this has any impact on abs quota generation
2.3 IT 41 - Date type & date value
3. Run time eval with log:
3.1 Function QUOTA log: for each generation rule: check abs quota transfer date, accrual, transfer

Hi,
1st check that employees IT1 has been changed for promotion or not.
then check that in the selection rule has been configured correctly or not.
after that check what is output table of Quota function of quota.
