Most of the times, masterdata is transferred between servers through ALE. This is considered to be one of the best and efficient ways of transferring data. You can try this too.
BDCs are another way (which can be done through LSMW or through a custom made program.

Make the necessary ale set up and move the master data from production server that target server. it will easily move ,if it not there it will create. This is a good and easy process.You can start from material master,customer,vendor,gl,wcentre,cost centre,bom,routing.

Since vendor number ranges differs from one server to other,it's not recommended. However you can extract the data from one server and upload in another server through LSMW or other available programs.

Can you elaborate more on what you mean? Usually, you can use IDOC's or Web Services to send master data from one system to another. It is a matter of building new or using existing interfaces.

Which Master data are you talking about transferring? Customers? BPs? GL Accounts? vendors?
In general Master cannot be transported. It has to be re-created in each client (like Dev,Quality & Production).
