A leap second will be inserted at the end of June.

(used NTP to sync the time)

Any SAP notes talk about this?

Is the following ASE message relay?

Not really.

If the system clock jumps forwards, the ASE internal clock will jump ahead eventually.

If the system clock jumps backwards, the ASE internal clock slows down for the system clock to catch up. 

Personally, I never understood why servers are using any other time than UTC.  Let the client applications deal with local time.

One way that the leap second does affect ASE is in datediff() calculations - the results of calculations over a range that include the leap second will now be off by a second because the calculations don't know about the leap second.
