The commission is usually some percentage of the base amount.
So to map your scenario, you need to create two contract types.
I assume that the first and main contract which has the base amount is already created.
Now you need to create second contract type which will be meant for broker/sales person.
You just need to create a condition type which will derive the amount in percentage from the base amount of the main contract. In objects assignment, you need to assign the main contract so that you can derive the percentage amount with that. With the help of Calculation procedure relevant for deriving the amount from the object, you will be able to achieve this scenario.
