User License Violation: PI vs Batch Mode Interfaces

Dear All,

Greetings for the day!

Have a slightly non-technical question:

To my knowledge, for Real-Time integration with 3rd Party systems, PI or NW Gateway is absolutely necessary; otherwise it is an user license violation. However, SAP used to allow batch mode integration using ABAP only, without using PI / Gateway. For example, if I have a 3rd party payments processing system, where my company's users are posting vendor payments, and that 3rd party payment system provides us with an excel file, and we upload the same using ABAP, and create Accounting Documents in FI, then it was not considered a license violation. Is this scenario now considered to be a user license violation, because of Indirect access? Can anybody cite some official SAP documents which can shed some light upon this topic?
