Authorization of Excel Integration for Financial and Capacity Planning

Hi,

Now I have Excel integration for financial and capacity planning

http://www.sdn.sap.com/irj/scn/go/portal/prtroot/docs/library/uuid/0078b9e4-e14d-2d10-5c8a-ba62b62d2...

for upload my financial and capacity planning of Financial planning in PFM 6.0.

Does this excel template have check authorization process each item?

Example

User                          Item Z

User A                     Read

User B                     None

User C                     Write

User C can download financial data to excel file and transfer of item Z to SAP PPM.

User B can not download or transfer of item Z financial data.

Now i have problem about authorization. if I have item ID, I can download or transfer data although i have none authorization in that item.
