SAP HEC Guaranteed up-time is 99.5%, it seems the uptime of most paas iaas providers is more than 99.9%.
Is this uptime ratio kind of low?

Hi Daniel,
some differentiation is required as HEC is not IaaS, and it also depends on the service you pay / request.
IaaS only is often 99.9x, but does not come with any Basis Services or even application, but is limited to infrastructure only (below OS). As soon as you add any type of services (eg HEC adds SAP Basis Services), there is necessarily a deduction from 99.9x as each component's service level multiplies.
Against an uplift and required approval (depending on technical set-up) SAP can go up to 99.7 for HEC, with premium partners (not yet tested and approved also due to commerical limitations) 99.9 is in analysis.
Technically you can build in (nearly) any redundancies, depending on what you are willing to pay and what implementation timeline you allow - eg sync DR.
Please be reminded that HEC is handling complex landscapes in an isolated Cloud environment which is not easy to standardize.
