do you get the same 404 errors for the files when calling the WEBGUI service?
presume from screenshot you are calling the PERSONAS service? Correct?

If neither note's are relevant; can you confirm what SAP_BASIS and Kernel you are using?

exactly, in the screenshot i called the PERSONAS service. When launching the SAP GUI for HTML, i get the same 404 errors.
Concerning note 2007142: the feature WEBGUILOCALMIMES is set correctly. How can I check, if the HTTP handler CL_HTTP_EXT_ITS has the required version?
Concerning note 2141004: the file its_domain.js cannot be loaded, as described in de "Sympton" section

Beyond that, I'm a bit confused about the red-marked kernel patch level in the health check tool of personas, as we did a patch level upgrade some weeks ago.
Is there any connection to our problem?

The latest version of the CL_HTTP_EXT_ITS is that shipped with: SAPKB74011
The latest note corrections related to it this handler are:

Afraid I do not know enough about the Check
Tool that you mention, but if you are getting the 404 error via WEBGUI directly
then will need to fix this note first.

Hi Christoph,
Please check in your system whether you have set:
icm/HTTP/file_access_0 = PREFIX=/sap/public/icmandir/,DOCROOT=$(DIR_ICMAN_ROOT),ARCHIVE=$(DIR_EXECUTABLE)/ITS.SAR
This guarantees that the ICM process will extract the ITS.SAR package, distributed inside the kernel.
You can also check in ($DIR_DATA)/icmandir/its whether the files you got 404 HTTP error actually exist.
