Variant Rule creation and action while order creation

All,

Can we create some rules which are actually variant rules I mean the parameters/condition for these can be changed,

Scenario is - on basis of some rule - Customer is from Delhi - while order creation I want to add a free gift as line item into order.

Action to add product as line ? any standard or custom code ?

Trigger in on SAVE ?

but Rules - What is the best way to maintain these so that if needed one of the condition can be changed later by Key/Super  user

Help me with standard way or suggest custom way. thanks
