Order Quantity in 2lis_11_vaitm is wrong for some orders

I am extracting data using delivered extractor 2lis_11_vaitm (sales order item data) and verifying total ordered quantity with sales orders in VA33. I noticed that some of the total order quantities do not match. I thought there was something on the BW side that is causing this, upon furthure investigation, it is arriving in the PSA with this number. I checked RSA3 in ECC and it's the wrong quantity compared to VA33. I checked the extractor itself and see that the ordered quantity is coming from VBAP table and the field is KWMENG, when I check VBAP-KWMENG the total quantity is correct and matches VA33.

So My question is when I run the setup table why are some quantities skewed?

Yes it is he Same unit (EA), i retested it, i cleared the setup table and ran oli7bw only for one document and see that the Ordered Quantity is different. I  notice that the numbers are different for orders that have scheduling agreements, all orders that I look in VA03 match.
