If you are missing ODBC/OLEDB Drivers for All (or) Most Databases including Microsoft SQL Server, Oracle, etc.. then one of the option below might help
Option 1: Try to repair (Uninstall/Change) SAP BOBJ BI platform 4.1 Client Tools from
Control Panel--> Programs and Features.
Option 2: Copy "win64_x64" folder located at \\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0 from other working BI 4.1 SP06 environment if available.

I tried to uninstall and reinstall the client tools but did not solve
I had to completely remove client and server installation and reinstall. Now it works.
It seems something has gone bad during first client installation.
Note that folder "win64_x64" is not installed from client tools. I think you mean "win32_x86"
