Manager not able to assign Training in MSS

Dear Friends,

We are using SAP Enterprise Learning in backend . In MSS when manager tries to assign certain training  , it shows at least select persons but there's no search function nor place to put empid.

I am not able to navigate from Step 1 to Step 2

You have to select the employee and then click on Next button. If you didn't select any employee in that list it will show this error.

Can you place full screen shot of this error displayed screen.
