Simple solution would be to limit access by authorisation object M_MATE_STA "Material Master: Maintenance Statuses" for field STATM "Maintenance status of material master record" = D "MRP" (that's where MRP screens are groupped).
It's also good to be aware of possibility of maintaining screen sequences per user (see SPRO: Logistics - General -> Material Master -> Configuring the Material Master -> Assign Screen Sequences to User/Material Type/Transaction/Industry Sector & -> Define Structure of Data Screens for Each Screen Sequence), but it is pretty annoying to maintain, as it is effectivelly customizing per username.
