Not an issue. Simply a warning message. Just use "HDB info" to ensure processes are running.

is this problem on a Linux System with SLES-for-SAP-Applications 11.2.

The essential hint then was in SAP Note 1310037 where it says:
SLES 11 (All versions):
For supporting the character set of certain languages on non-Unicode systems, additional code pages are needed. These are provided by the sap-locale.rpm package.
For details about how and when to apply these packages, please read SAP note: 187864.
After making changes to the "glibc" (e.g. through an update) you must reinstall the "sap-locale" RPM package.
You may reinstall the "sap-locale" package using the YaST2 Software Management ("Software" => "Software Management").

When you have install SAP HANA box, you can login to this SAP system using a software called SAP GUI (SAPGUI/ Graphical User Interface). Once you have that installed on your desktop / laptop then you can login to the same hana box with some user id and password.
Once that is done you can use the transcation code sm30
