Try checking the "Additional Data" tab on the order and see if you have a WBS element and/or project/subnetwork assigned.

Thanks for the screenshot, this is standard error.
This can occur when you directly closing the order without doing TECO. But in your case, you have already TECO the order.
Now, you need to check the activity which is mentioned, please check in the objects tab of the work order, whether any activity is assigned.
I guess that prevents you to close the work order.
