Please install HTTPWatch Trace and then try to find out 404 error for the particular image files and the location from which SAP is trying to find them.

Quite interested to know the portal Release and Version which you are currently in.
Can you please check on with your default theme runtime provider for the Portal from the below settings,
1. Logon to SAP Netweaver Administrator
2. Navigate to Configuration -> Infrastructure -> Application Modules
3. Search for the com.sap.portal.themes.lafservice and select the service
4. Under Portal Service Details -> Check for the parameter
Determine what will be the theme runtime provider - Set it to LESS
5. Restart the Service and Portal

Check in the UI theme designer and the standard WAR File.It can be a possibility that something in either of the two is not supporting the images to be loaded.

Secondly the login page configured at the portal content and .epa file side.
