Hello,
Last week our users started reporting an issue with their Workflow Inbox for process routing. We use Portal integration but we are not using UWL. They are able to see the work items in SBWP which means workflow is working, but they can't see the work items in the portal, which makes me think it's something related to POWL or the PLM inbox.
Has anyone seen an issue like this?
Any input would be highly appreciated.

Get the Parent workitem and use SWIA and forward to other userid and check in SBWP. Please check and revert back.

You write you use Enterprise Portal but not the UWL? But this is the central inbox for all tasks, alerts and notifications...
So, what is your workflow inbox in Portal?
