Error in deploying BPM Process NW7.4 SP08

Hi Experts,

We are not able to deploy the BPM Processes from NWDS & telnet as well. Error log is attached here with the excerpts for the log are as follows -

We are using SAP NW7.4 SP08 with latest patch, and NWDS 7.31 Patch 13. Request your help here.

1. go to nwa/locks to release the lock

or 2. restart the server.

Thanks Jun for response, however after restarting server it only helps to deploy once and after that same thing happens. Eventually the patch upgrade worked and solved the problem.
