Plants in EU for a US Company Code

Our company (US Based ) is interested in renting space in a warehouse in Europe mainly for distribution of goods to local small customers to who we can't ship directly from US unless the quantities ordered are in of full pallets .  This was hurting our sales in Europe.

Our finance folks want the new plant to be set up under existing US company code. In this business process goods will be sent via STOs in bulk and then stored locally in a 3PL warehouse in Netherlands. The 3PL will be responsible for shipping products to local EU customers. This will allow us to ship orders in small quantities to large EU based market at a very short lead time.

Do we need to activate plants abroad functionality for this? Is "plants abroad" functionality even relevant for Non-EU to EU sales.
