Hi,
Kindly recheck your sql server sa credentials and enter it with properly you migh have used wrong sa credentials.
If above point you think is working fine then try to check TCP/IP Protocol is enabled.
Go to sql server configuration manager to check the below settings
If this also looks fine then try to check you have properly uninstalled the sap server tools earlier.
Remove the sap folder as well and try to reinstall it.
