Upgrade inetrrupted in MAIN_UPTRANS/STARTSAP_PUPG due to failed message server connection

Hello,
I am upgrading the SAP netweaverABAP from 7.3 to 7.4 on Linux RED hat 6.4 and oracle 11.0.2.3 but i am having an issue during phase MAIN_UPTRANS/STARTSAP_PUPG as the system can start but the message server is down. i can connect to the system via the user SAP* otherwise i have an error regardiung the license Check.
From OS level i checked via saplikey and i have valid License.
in the services ile i have the : sapms<SID> 3600/tcp

system/secure_communication
and restart your instances.
