Does anyone know of a way to add a rule (or create a custom activity) to remove the Replace option from CT510?

What version of SAP ME?

Version 15.0+ has Standalone As Built Tabular Config that has no Replace button.

There is no activity rule to configure the removal of this button from CT510, so it can't be configured out. You could create a custom activity, but as you have no source code for the core activity, you'd be effectively creating a new one from scratch.
