SAP EP logon is slow. Is there a runtime config that should be different than dev

Our SAP EP logon is very slow. 

For the users, in actual use, they will be just passing through the EP to accomplish single sign on and create a cookie for the back end SAP system.  I am using an  /interop framework page so no portal page ever displays.  User (via URL) just follows a Navigation Target --> AppIntegrator Iview that will take them to the other system.

Are there specific "runtime" parameters we should set to make the EP most "lean" to accomplish a quick log on and pass through.

We are running NW 7.04.

And using the Siteminder Web AS Agent, which has its own Siteminder log on module in the stack.   Delay could be there, but we haven't determined that yet.   Assuming first we do not have the portal parameters set well.
