The author of that page answered me. It is "It seems there are general issues when accessing secured documents available only for logged-in users from Asia"

Use a different web browser like Mozilla. When you will press the "View this Presentation (http://www.sdn.sap.com/irj/scn/index?rid=/library/uuid/d0af4f3f-1c21-3110-ab89-a8578a6fe84b&override...)", web browser will start download a pdf file.

The presentation behind the link is on a different domain from scn.sap.com at www.sdn.sap.com.  It's very possible that there are issues with China's national internet firewall?
