Billing requirement

Dear All, As per our business requirement,We have to make shipment mandatory for  a particular commercial  billing document,Internally we will do the proforma billing after the completion of total lot then we will create the final billing ,so please advice where is the setting to make the shipment mandatory based on the billing type.
