How to release memory used by SQL Anywhere without restart database server ?

Yes, when i read about dynamic cache sizing, sybase only release memory on caches when other application is required more memory.

When no other aplication required more momory so all of the memory available  will be used by Sybase.

How to determine required memory for sybase database ?
