Training Feedback HR form inactive mode

Dear experts

we are working with ESS and MSS portal

we have an requirement for training development and effectivness when user fill the all thins r/3 side ok fine when he access portal and click that tab

they all are in inactive mode

kindly find the attachment for the same

we need that tab should be in change mode
