Deficit of Stock

Gurus,

I am creating production order where there is WM-PP interface.The product is having 10 BOM materials & when i do the material staging in CO01 ,i am getting the below error 

Generated pick request/WM initialization incomplete for operation

When i check there is no stock for 2 bom materials & the pick list list is not generated.i goto LB10 based on the TR i try to create a transfer order but the system does not allow.

So how to generate a partial TO for the available BOM material..

The exact message is

No picking request was generated for operation 0010 due to incompleteness

How to overcome this error & generate the TO for the part which have stock,the TR is getting created w/o any issue but TO is failing..

Resolved the issue by changing the settings in OPKP under WM view by un ticking the the TR related check boxes
