Pradeep, that's incorrect. The .NET SDK is not a service. There is a .NET interface to the SOAP Web services and the Enterprise .NET SDK which does not require web services. BOTH of these require the installation of library files from the Client Tools or Server installs for BO.
The .NET SDK is available in the Client Tools install for your version of BusinessObjects. I believe the "runtime" version of the SDK can also be downloaded from the same location where you would download installs and service packs for your BusinessObjects system. You MUST have an SAP "S" number to download this.
