Hi,
Do you have BO client tools installed on your machine apart from Xcelsius?
If yes, can you log into them as well.
Check if there are any firewalls coming between client and server machine.
Can you check if BO server details are listed in the host file in below location:
C:\Windows\System32\drivers\etc
In case you dont have client tools, try logging onto BI Launchpad.
If Xcelsius does not work but BI Launchpad works, there could be issue in client and server communication.
If BI Launchpad does not work then you need to check CMS is up and running.

Check your server is getting reached, ping the server and see what happens. Contact the basis team to reach the server.
