If I had to guess, there is an issue with Install Shield on the machine. Check and remove subdirectories C:\Program Files\Common Files\InstallShield\Universal\SMP or C:\Program Files (x86)\Common Files\InstallShield\Universal\SMP
Then try a new install of SMP. Could be you probably uninstalled a previous version and/or failed to delete the directories.

could you please provide more details about the files, environment etc.?
- Which installation files did you use, from which SP/PL?
- On which OS do you try to install?
- Which user type, which permisson?
- Did you "Run as adminiustrator"?
- At which step this error occurs?
- Did you run a fresh installation or upgrade?
- Did you verify that VS C++ 2005, 2008 and 2010 has been installed before?
- Did you verify that .NET 4.0 has been installed before?
- What says the installation log?

Its hard to check issue without logs.
First of all let us know,
1)if your aim is install (SMP)SAP MObile Platform server only or
2)along with SMP server,you want to install MBO(Mobile Business Object) toolKit.
while installing SMP server, at the last step of installation, it will ask(using checkbox) if you want to install MBO or not
If you want to install MBO toolkit, you need to download MBO toolkit seperatley and provide that downloaded MBOToolkit Zip file to Installer.
If not, just uncheck the option to install MBOToolkit, that should install SMP server successfully.
In both cases, let us know version of MBO Toolkit you are trying if its needed.
