significiance of assigning identifier to usage and regulatory

Is there any significance of assigning Identifier to usage and regulatory list in header data of spec workbench ?

Usage: usage is a general very important part of the maintenance in EHS and the preparation of a usage can be a key/success factor for many subproocesses..

For identifiers the stroy is "slighty" different. the reason is: before EHS 2.7 there was no usage in identifier level. Because of compatibility SAP support this scenarion as well in maintenance. that means you can use anidentifier without usage (but this is not recommended)

The use of the "assignment" of one or more regulatory lists is important as well in DG process
