How to take advantage of BW Administrative Cockpit without SAP Enterprise Portal?

Is SAP Enterprise Portal a pre requisite to take advantage of Administrative Cockpit? If it is, what would be the general justification to have the SAP Enterprise Portal implemented that will benefit across the board instead of BW only?

My organization does not have SAP Portal implemented, is there any way can we take advantage of the technical content, queries and what not?

We are on 7.4 SP12. Any input or pointer will be greatly appreciated

Is it true that without the SAP Enterprise Portal , Xcelsius will not work also?

Did you mean that we will have to look at the statistics in raw data?

Can you make some suggestion on how I would present and share the data with business users?
