Are you wanting to embed CSS files into the report or....?
Are you using any SDK ( Software Development Kit ), like CR for .NET or Java.
If not then No, we don't allow those files in CR Designer.

Yes DON and I have my won CSS - which has incorporate to my developing or developed reports.
No SDK too.

Ah, then No, CR Designer does not support CSS files or links.
