PLease check: Phrase Search - Basic Data and Tools (EHS-BD) - SAP Library

and look at "Phrase in language not available": This functionality support you (for phrase text only) to do the job. If you need the same for phrase code... just extend this as explained using new "search function"

Dear Krishna

depends on how often you would need this. Is you check once per year: just use se16; if you need it regularly: create an one "search exit"  in CG12 to implement this type of inquiry. This is quite standard and done often;  Just look in the existing "search exits" which are developped by SAP and analyse code used; understand the parameters used etc. and generate your own one (code, user interface etc.)
