Working on MSDS maker , I was having hard time to connect msds maker to sap ? Can this be used online or offline ?

a lot of exaplantion on that you should have seen in
Any EHS Expert rule start from hit list. This seems to be obvious. So I don't understand your "offline" question.

PS: is your "offline" question coming up because of the same terms used with "OCC"?
Here we have an "online" modus and an "offline" modus; but the term "offline" is here a "bad" one. As with online you must prepare data somehow (OCC is helping you here) and then you just use standard EHS import (which is a "batch" process; but still "online" from some perspective)
For EHS Expert: I am not awar of anything like that (that means: SAP pass on data to Expert; expert calculate. Then you (that means EHS Expert) "cache" the results; and at later point in time you do the "upload" of the results.
This is not possible. Like with WWI: you start the process, stay on hit list; wait for response and the you get data (or error message. for WWI
you start the process; and in optimal situation the report is generated and you just navigate form CG02 to CG50 to release the report

Are you using the "new" MSDS Maker called CoSSta (Conditions for Safety Statements) - or are you using the old MSDS Maker - which is no longer supported?
CoSSta is the new MSDS Maker and is integrated into the SAP EHS Rule Editor.The Documentation is available via OSS Note 2283217 - Defining conditions for safety statements.

As CoSSta is part of the rules editor - you need to carefully read the documentation of the rule editor as well.
OSS Note "2311046 - EH&S rule editor: Download of property tree does not work" is a good starting point! Please read this and the mentioned notes and make sure you have the latest version of the Rules Editor / MSDS Maker installed.

The main difference is, that the (old) MSDS Maker is no longer supported by SAP and you have to use the rules editor to download the property tree and importer it into the MSDS Maker
CoSSta is supported by SAP and you can download the Property Tree directly form within the Software.

The MSDSMaker is a normal rule set that needs to be uploaded and registered, just like any other rule set.
