Automatic labor off not working when trying to Complete the operation in POD

Hello Experts,

We are using SAP ME Base 15.1.1.4.

When I start any operation in POD and then perform Labor On. After performing necessary steps like Data Collections, Assembly, Buyoff etc when I complete operations, it gives me following popup:

I would like to labor off users automatically so I click on "Continue". But it pops up this message again and again like it is stuck in an infinite loop.

Is this SAP ME Bug? When I click "continue", it should labor off all the users automatically and complete the operation. But it is not functioning as such.

Please guide me !

I've confirmed the same behavior on one of of internal 15.1.1.4 boxes so it does look like a bug. Please raise a support ticket.
