Sap (movement type) is designed as no withdrawal (transfer posting) are possible from blocked stock (except for sample or scrap).
So 1st I would review the process and try to understand why is this kind of transfer s to happen.
But here is another track to follow...
In the Po document transfer from plt to plt or even Sl to sl there is in the delivery tab the option to enter the stock type. Same option seems to be available in delivery.
This should be investigated!

Yes, It is possable to move the stock from plant to plant with Mvt type 325, you can do this in MIGO with transfer posting option

I think that you will find that 325 is ONLY for storage location to storage location within the SAME plant.
SAP processes do not allow the transfer of Blocked stock between Plants, you need to move it to unrestricted and then transfer it and then receive it into blocked stock.

U r right it works when plants are same but it won;t work if the plants are different.

I have tried this scenario in early through MB1b only but it post the material from one storage loc. to another sto. loc with in a same plant . But it not work When Plants are differnent which is the requierment.
