Is this account is created in ECC or BCS?

MI is an item that appears within the Group -- from the point of view a particular cons unit (company) MI doesn't exist.
So, most likely, you'll have this item in BCS only.

If you want to report on the account out of BCS, you'll need to create it there.
As far as where the entries are generated, some clients want to book M/I themselves in the GL, some use the BCS CoI functionality, and some us a combination.
If my BCS chart is aligned with a Operating or Group chart of accounts in ECC, I would create all non-statistical accounts in ECC (BCS only accounts w/ a posting block at the chart of accounts level) so that I could sync my master data and (perhaps) Financial Statement Versions between the systems.
