You should carefully look at ..\sapinst_instdir\NW701\AS-ABAP\DB6\CENTRAL\db2setup.log file, it is quite probably you find out the real error message cause.

I had same message from SapInst,when seeking on that file I retrieved the following clue:

Dear Anatolii Kozub, befor you start the installation please read the instguide, you can install sap in 2 different modes :

"Local installation" and "Domain installation", as you can see you use Domain installation(are your server in any domain?) for this read in instguide the

step are "Required User Authorization for the Installation" -->

"Domain installation" at least the account used for the installation needs to be a member of the local

Administrators and the domain Admins group of the domain involved.

P.S. If you do not have Domain admin account read the step

"Performing a Domain Installation Without Being a Domain

Administrator" In

this case, the domain administrator has to prepare the system appropriately for you.

Your user doesn't have administrator rights... you need to be logged in with a user that has local admin rights.
