I would like to suggest,
ISH_CENTURY_SHIFT - CCYYMMDD - "C" - Century.
HR_QTACC_TRANSFER_RULE_13 - Calculate transfer date based on configuration tables (AU)
HR_QTACC_TRANSFER_RULE_43 - Calculate transfer date based on configuration tables (AU)

I think both YYYYMMDD and CCYYMMDD are same...
Please be more specific about your requirement with example then we can provide you the solution...
If both YYYYMMDD and CCYYMMDD are not same then u can convert YYYYMMDD to CCYYMMDD using Offset and Concatenate...
I don't think any FM is available to do it... so u need to use concatenate statement for it...

Sorry if I'm being a bit stupid, but aren't YYYYMMDD and CCYYMMDD the same thing.
E.g. 20082407 - YYYY = 2008, MM = 24, DD = 07
20082407 - CC = 20, YY = 08, MM = 24, DD = 07
