Did you restart the transaction you got that error before? The usercontext may still have the "unmodifiable" flag.

This may be a silly question:

Did you click the 'save' button after switching to modifiable in SE06?

Ok.

Are both settings in SCC4 set?

Changes and transports for client specific objects

--> Changes w/o automatic recording

and

Client-independent object changes

--> Changes to repository and cross-client customizing allowed

I can't help you any more.

--> open an OSS call to let the support have a look on the system.

go into transaction SE06.

click on SYSTEM CHANGE OPTION

change GLOBAL SETTING to MODIFIABLE

in menu, choose EDIT -> SOFTWARE COMPONENTS MODIFIABLE

in menu, choose EDIT -> NAMESPACES MODIFIABLE

click on SAVE button

go into SCC4

click on the MODIFY button ( pen and glasses)

double-click on your client

under Changes and transports for client specific objects, choose:

-- Changes w/o automatic recording

under Client-independent object change, choose

-- Changes to repository and cross-client customizing allowed

Click on the SAVE button

next go into a new session and start your transaction (SE03 ?)

Good luck.
