When applying SAPLicense following error message is geeting, please help how can i resolve this issue
" Error during the installation of permanent license keys"
By adding sapms<SID> 36<no> in /etc/services it was working

For example:
Your SAP version?
Is it a system copy?
How exactly did you try to delete from SAP level?
Without this information, nobody here can do anything but guess.
There are a lot of SAP notes about similar problems.
But for this you will have to supply more information.
Or better; Search in SAP notes yourself!
And here is my guess:
SAP Note 917936 - License keys cannot be deleted by user SAP*

check the harware key is visible or not in SLICENS, if not then check the message server, might be entry would be missing in services file.

Can you please elaborate on the error that you are getting (when you try deleting license from SAP level)

Compare the Hardware Key of your System with that of the License .
USe the Command :- sapliacense -get
which wil give you the Hardware Key .
What the the dev_w* logs say in the WORK Directory .

Hi,
Please delete old license via tcode SLICENSE.
Goto tcode slicense and click on 'new licenses'. Delete all the exisiting ones.
Once all are deleted, install the new license.

Cant come to a conclusion with the Logs above .
ORA 1552 is associated with non availability of Roll BAck Segments , not really the issue which you are facing at the moment .
Are you sure theres nothing more in the Work Process Logs .
Are these logs immideatly after you perform the Action of Applying the License ???

First delete all other licenses lying in system and try to install new one.
Make sure that you are entering correct keys.
