Hi,
I have often used SE16 and table TADIR to find user exists. Select Program ID R3TR and Object Type SMOD. To see HR related only you can maybe try restricting Package by P*.

Easier way to find user exit for any transaction code is:
1. Go to Tcode 'SE93'; select your tcode for which you want to see available user exits e.g cat2.
2. Then in the menu choose 'goto' - > Object Directory Entry. Here you will find package e.g. for CAT2 tcode package is 'CATS'.
3. Now, go to tcode 'smod' for searching user exits / enhancements. Here do F4 and in options choose the package which you got in the step above i.e. CATS. Then you will be able to see all possible enhancements / user exits for the package / transaction code.

SE19 and SE18 tcode, search for * HR * pattern either in enhancement point or badis.

you can see the User-exits in IMG nodes. for example, if you want user exit for HRA, then you can see it under HOUSING node in IMG.
