So, some specifics below:
The error is:
ERROR: Logon failed.
Details: You do not have the necessary rights to design reports against the SAP system. Please check with your system administrator.
I'm trying to create the role CRYSTAL_ENTITLEMENT.

Hello Marcos - authorizations for Crystal against ECC/ERP are completely covered in the help guides for Crystal at help.sap.com
Have you reviewed those? That is what we used, and experienced no issues.

Were you trying to create Crystal Reports on top of BO 4.0 Universes i.e .unx created on top
of SAP ECC then u Crystal Reports 2011 doesn't support rather use Cyrstal Etnerprise 4.0
