Make sure the userid you are login in NWBC have necessary roles in SU01.
Also in sap gui, give T-code NWBC. It will take you to browser based nwbc. Check your roles are coming there or not.
In NWBC, click on the settings in top left corner. go to personalize and uncheck "use sap menu instead of user menu" if it is checked.
If you want go to PFCG and create a zrole and add some t-codes like se38 , se80 etc for that user..
If roles are there with the user, definitely you will get those in NWBC.

thanks for your help. I have for testing sap_all permission. Roles are already generated.
I think I need the permission for the quick launch menu, menu bar, navigation panel and navigation tabs in the nwbc. I don't know the permission object.
In the browser it is looking better, but quick launch and menu bar is missing in the browser.

Happy to know that its looking better in Browser.
And Quick Launch option is not there in Browser based NWBC.
2.12 NWBC for HTML - SAP NetWeaver Business Client - SAP Library
For Browser based NWBC, its still using version 3.5 . SAP is yet to update the browser based version of NWBC to 4.0.
Hope you have installed NWBC 4.0 for Desktop PL >10. (PL13 is latest) and you are getting the same outputs in Desktop as well.

If the transaction codes work, the role validity and therefore associated profile(s)
must be OK.
It seems NWBC won't display the menu selection from the role(s) you have
assigned to your user ID.
Is it possible you don't have a folder under the root folder of the role? Unlike
SAPgui, NWBC requires at least one folder under the root, with other transaction
codes and/or folders contained within that top-level folder.

First check the role validity for the User
double check NWBC Plug INS?
Check GRCFND_A (GRC Foundation ABAP Package) being require to installed on base of the ECC (whatever the backend System) which we called as an ABAP ADD On.
