I have an error while system copy ERP 6 EHP 4. Database : SQL 2008 , OS : Winows Server 2008

Problem was SWPM and kernel version, now it is resolved.

As Srinivasan suggested first check whether the db is up or not .
Issue R3trans -d from the DB server using ur <sid>adm a trans.log file will be created in the directory on which you issue the command . Paste that trans.log file
With the trans.log file it will be much easier to check ( check SAP Note 2106205 )

There is no trans.log file generated.
Which kernel version should i use ? Shoulde start with i high kernel version system copy ? Or should i update recent kernel ?

Sorry , SAP Note 1817692 though looks similar to your issue is not the correct one .
The issue seems to be with your DB ( DB connection ) . Can you check whether the user SAPTEST\bhdadm is added to the Domain and is not locked .
Once you sort out the R3trans -d the installation can proceed
