Information
The delivery of Tax Update Bulletin notes for Tax Factory 10.0 will be replaced completely by the Synchronize Payroll Tax Data (HRPAYUS_SYNC_TAX_DT) transaction, available with the March 2014 HR Support Package. After April 2015, tax data configuration will be available only via the Synchronize Payroll Tax Data tool and the delivery of Tax Update Bulletin notes will be discontinued. Plan the adoption of the new tool in advance. More information can be found in SAP Note 1975742.

Hi Graziela,
When we run the sync tool it's creating "invalid" authority / tax type combinations in T5UTD. For instance, it's creating an entry for FED and tax type 11. Can you tell me where it's getting the data to make that decision? We can't see in BSI where there is mapping between the authority and the tax type. I've searched the BSI Tax Factory thread and I didn't see anything. I also looked through the list of notes on this one and didn't see it.

We have upgraded BSI to cyclic M. DEV looks fine so the sync tool was executed and transports were created for cross client and client specific. The regulatory bulletin information in DEV looks fine with both cross client and client specific at cyclic M. When these transports were moved to the Q environment, the sync tool only shows client specific and not cross client tables. Cross client tables is not even listed under the regulatory information.
Has anyone seen this issue?

No but we have something else that's odd. Here's T77PAYUS_SYNTX after putting in TUBs through 86 a few weeks ago on version L :
Here's what the table looks like in Dev and QA after upgrading to 10.0.m and running the sync tool. It changed the "Cyclic" to M but left the first part as version L :
If I run payroll, it doesn't give me the version mismatch error so it must know it's version M, TUB 86, but it does look odd because it shows that they aren't at the same level :

The first part is the engine version and the second one is the data version.
This means that you have updated the cyclic data file to M, but you are still using the engine of cyclic L.
The engine is the program tf10server, which must be replaced by the new version contained inside the cyclic package. More information can be found in this awesome page:

We have been using the new BSI synchronization tool now since last year. We just realized, however, that our cyclics have not been synchronizing correctly. We can't seem to figure out why our system shows the following:

The screenshot indicates that you have not updated your server to the most current cyclic.
When you download the cyclic from BSI, you will find a folder named "server" inside the installation folder of the cyclic. You must replace your current executable (e.g. tf10server.exe) with the one available in the Server folder.
You can check the location of your current executable by checking the connection BSI10-US-TAX in SM59.

Hello, I have a question on Pennsylvania local taxes. We're in the situation where we have to withhold both township or borough taxes plus school district taxes based on IT0207. When we implemented SAP our consultants advised us to set up custom tax codes that combined the two codes. So for example, we have custom code Z002 that combines tax authorities PA8V Butler Township and PA8Z Butler ASD. Now I'm hearing there may be composite tax authorities in BSI that withhold at a combined rate. Is anyone familiar with this, or have another way to accomplish this? Let me add that we also use IT0208 to withhold OPT or LST taxes based on work location.

We are in a similar situation. When we first started using SAP in 2002 we only had one Pennsylvania location but many Ohio ones. We created custom Z codes that combined Ohio school districts and locals. When we started expanding into PA, we did the same thing because thats how we did Ohio. We now have over 500 ZP** entries for Pennsylvania and we're adding more each week. I believe the composite tax authorities you reference are PCGL to PCI5 (and possibly some of the ones after that). Those composites don't come close to covering all the combinations we have.
So I'm also curious how others handle it.

I've just applied regulatory updates 64-70 to my DEV TF server and sync'd same to my DEV SAP system, and I'm trying to confirm that the federal withholding updates are properly applied, but I don't see any evidence of this. Should there not have been something (from TUB 68) added or changed in T5UTX for authority FED?

We have applied cyclic J and are at TUB 068. We mapped the new tax authorities for KY, OH, and WV in BSI client but am still getting the message "System creates mapping between tax authorities nnnnnnnn and xxxx in BSI". We are running in test mode and normally these messages would disappear after completing the mappings.

Felipe, Can you please clarify what needs to happen with Cylic J and the new SAP RFC Library that was sent out in communication yesterday from BSI? I'm new to supporting a server with the implementation of TF10. So I am not positive what needs to be done in the classical RFC Library versus the new SAP NetWeaver RFC Library.

The communication between SAP and BSI during payroll execution (or any other report running inside a SAP system) is done through the executable tf10server, which is provided by BSI in each cyclic.
This program receives calls from SAP systems by using what is called RFC library, and then it redirects the calls to BSI TaxFactory library.
Up until now, we used the classic RFC library in this program. However, this library will be discontinued after March 2016, so we moved to the Netweaver RFC library, which is a new improved version.
Until Match, BSI will deliver the executables using the “old” library and the “new” library, so customers have a window to adopt the new executables.
But what does it change? Not much really… The only difference is that you might need to download and install the components of the Netweaver RFC Library if you do not have it yet. This is explained in SAP Note 1025361 and in the readme file provided by BSI. You also will need to either adjust the BSI10-US-TAX connection to use the tf10server_new or rename it to tf10server, so your SAP system is able to access the correct program

According to BSI support, cyclic J is not mandatory for applying TUB 068, it is only mandatory for new RFC libraries which must be implemented by March 15 2016. This differentiation was important for us because we didn't want to do 2 sets of testing for cyclic J (we're currently not on J) and then again for new RFC library files.

Hi Felipe, We just applied thru TUB 68 and Cyclic J to our Sandbox environment. We're getting an ABAP dump when trying to run a payroll or update anyone's IT 0210 tax elections. The message is CL_IM_HRPADL_Limits_Gen======CP. Syntax error line 779 PPL_FTEDH is unknown. Any ideas?

Felipe, We resolved our error message above - it had to do with an SAP Note that our Poland team had applied to SE1.
But I have another issue now. We just applied TUBs 59 - 68 and now have missing date sequences in Table T5UTX for 1/1/2015 - 12/31/2015 for CO tax types 78 & 82, IA tax type 29 and NJ tax types 17 & 23. These taxes were all at zero rate as of 12/31/2014 but BSI added a zero row effective 1/1/2016 - 12/31/9999. That leaves a missing date sequence of 1/1/2015 - 12/31/2015 for these and it's causing a payroll error, example: "Tax Authority CO and tax type 78 at the date 12/31/2015 does not exist. Please check table T5UTX." What is the best way to correct this?

Hi Anna,
These are all "under the hood" changes in the tf10server program. Therefore, you should not see any differences in payroll when comparing the results generated with the "old" RFC library with the results of the new RFC.
This is the main test that needs to be executed. Of course, you can expand it and check if there any negative impact in other non-functional aspects, such as performance.

We are having issues when adjusting /TM1 (Additional Medicare Tax for taxable wages over 200K). If we enter a negative amount on IT 15 to adjust SS Wages the period amount and the YTD amount are replaced instead of adjusted.
This scenario works fine if we enter a positive amount. We have create a note with SAP because this was working with BSI 09...I was wondering if anybody else has have a similar issue.

We patched our test system up to 604 92 over the weekend. We are at BSI 10.0.f F 49. When our payroll guy tried to simulate a payroll this morning we got:
Mismatch between SAP cross-client level and BSI level.
Client-specific data synchronized using effective dates.
I ran the synchronize process again using the same criteria we ran it with after our last BSI update - effective dates 04/01/2015 - 04/01/2015 and now we get:

What is it trying to tell me?

I have 2 separate questions.
1) we are currently on TF10.f and have just applied TUBS 60-62 on our development system. I am testing a person that works in OK and lives in MT. TUB 60 had a change for MT dealing with courtesy withholding. Now when I run the test, I am getting OK withholding only and no MT withholding where before I received both (and still do in my production environment where the TUBS have not been applied yet).
Can anyone explain this difference? I thought Courtesy withholding was an option and this change should not have affected our calculation?
2) My second question has to do with SAP notes for TUBS updates. It was my understanding that with the DATA Sync tool that eliminated the need to download transports/notes from SAP. But now I am hearing that there are occasions when SAP will still have a NOTE to apply. My question is how do we know which TUB update will have a note? Is there a certain Phrase I can search for in the note search to find them easily? Or is there a specific location these notes will appear that I should search?

I can't really speak to your first question, but for your second, yes, you are correct, most of the time there are no Notes to apply on the SAP side for TUBs. Once in a while, however, a new tax type is introduced, and when this happens SAP will deliver the change in a Note, and the Note will generally be associated with a particular TUB level in your BSI system. These changes are announced at http://service.sap.com/hrusa, in the same area where important year-end and tax reporter Notes are listed. Right now, at a quick glance, it looks like the most recent tax type Note of this nature was 2155723, which is associated with TUB 050.

Good afternoon,
I am working on loading bulletins 58 to 62. We are currently utilizing 10.0.d. I've loaded all of the bulletins in our development environment of BSI and have run the Sync Tool in Productive Mode in our development environment of SAP as well.
After these steps are complete, I'm running the RPUTAXU0 program (This program is designed to remove tax data that is not relevant for an organization. It only affects clients other than 000. The following tables are purged: T5UTA, B, D, E, F, G, R, W and Z. If the user finds that some states' entries are subsequently required, he/she may execute this program in 'reverse' for the relevant states.)
I have run the program and I believe the number of entries should equal the number of authorities set up in BSI and they do not match. I have checked all of the tables listed above and they all include the two authorities included in these bulletins but the V_BTXTAXC table does not include the new authorities from these bulletins or a few of the prior.
Might someone be able to tell me why my numbers do not match between BSI, the tables listed above and the V_BTXTAXC?
Any assistance would be greatly appreciated.

Q: Does this tool update the table responsible for Tax Authority Mapping (BTXTAXC)?
A: No, it does not. This table has been replaced by the Tax Authority Attributes (T5UTZC) table (subapplication TMAP). The entries of the BTXTAXC will be moved to the T5UTZC table when you run the tool for the first time. The T5UTZC table will be updated during the first time you run the tool for client-specific tables.
Therefore, I suggest you to check the BSI authorities either by checking table BTXAUTH or table T5UTZC, subapplication TMAP.

BAdI: Enhancement to BSI Reg Bulletin comparator (HRPAYUS_B_REG_BUL_LEVEL).
By implementing this BAdI, you are able to adjust the messages that are displayed in the US Payroll Driver according to your needs. For example, you can implement this BAdI to hide all the messages, if you do not want to display them.
We have not implemented this BADI, because we dont want to hide messages.
We are now getting short dump during rpcalc that BADI is not implemented.

We are currently in the process of applying support packs to our SAP HCM System.
And we have a problem with one of the BSI Notes.
SAP Incident Number: 634194
SAP Note - 2064814 - BSI: Hide Transport pushbuttorn of the Synchornize Payroll Tax Data.
The Sync Tool stopped working for me as SPAU flagged this as an obsolete note and removed it from the system.
PLEASE ADIVSE, this is now impacting our timeline of the update.

We have already applied TUBs 52 to 57 in our BSI Tax Factory 10.g.
But we are at level TUB 51 in our SAP system.
As per the above note “2176339”, SAP recommends to run the tool without effective dates for the first time before you install a new Regulatory Bulletin.
Could you please suggest how to proceed in this scenario?

We have been using Tax Sync workbench for sometime wit no issues. We just finished our MYSP / EHP7 SP38 Upgrade. We ran the tool wiyhout updating BSI and T5UTD is deleting 8900 entries. Basically its delimiting them to en date of last month.
We are on TF Cyclic D. is there any SAP note to fix this?

We've installed SP up to 86. (we are in EhP5)
In testing, we found that one of TMs had data changes in YR2010 and payroll was run from YR2010.
We got an error message saying 'Tax company H201 with tax authority FED and tax type 07 does not exist! Please check View V_T5UTI.'
Tax type 07 is State Unemployment Insurance Tax, it shouldn't have anything to do with FED.
I've already created OSS message and was suggested to configure TT07 in T5UTI, but I don't think that's the way it should work.
Do you have any idea why it's happening?

We have executed the sync tool in our sandbox system , in a sync tool log, we can see the entries count created like mentioned in below screenshot.
But when we check in transport details in SE10 , we can see more entry created under transport request for particular table. i am showing below T5UTA table , we can see more entry , but in above sync tool log showing 7 new entry created. can you pls check and let us know the update on this.

Dear Community,
I have some exciting news to share! SAP has worked with BSI for the last months to enable a big enhancement in the Synchronize Payroll Tax Data tool.
After you install SAP Note 2176339 and TaxFactory 10.0 cyclic G, you will be able to run the Synchronize Payroll Tax Data tool without entering any effective dates into its selection screen. This means that in order to synchronize the data of a new Regulatory Bulletin (or several at once) you just need to run the tool and transport the entries. No additional steps required!
Furthermore, with SAP Note 2176339, you are no longer required to have TUB 019 installed in your system to execute the tool.

Yes, cyclic G is mandatory for this new functionality because in this cyclic BSI delivered the changes that allow external systems to retrive data without passing a date as parameter.
You can still install the note before upgrade to cyclic G, but you will be required to enter the effective dates. Once you install cyclic G, the tool will no longer ask for the dates.

The GUI Status 0100 was missing from the Note 2176339.
We have created SAP Note 2182954, which delivers the missing GUI Status and the updated documentation of the tool. This Note is a pre-requisite for SAP Note 2176339, you first need uninstall the current version of note 2176339, then install 2182954, including the post-implementation manual step and then you will be able to install note 2176339 without receiving the error message.

We also implemented the above notes for BSI cyclic G version. We ran the synchornization tool opne wide as suggested in the note 2176339 without the dates. On checking the table T5UTD, we found out that it deleted all our custome tax type entries '99' that we have been using since long. So we manually maintained all our 56 entries in the table T5UTD and reran the tool again with no effective dates. Again on checking, all our custom tax types got deleted.
Is there any way to undo the deletion of our custom tax type as we need that as part of our process and we have been using this custom tax type '99' since 2000. Prior to BSI 10, we could always select the entries that we do not want to be overwritten via table adjustment but with BSI 10.0 we are not aware if there is any such option.
Any help would really be appreciated since its a cumbersome task to rebuild the table T5UTD with custom tax type again and again.

I'm getting an error 'It was not possible to insert entry ZA 71199008201998010210 in table T5UTD' in the testing system. I checked the other system which already have 53 installed and didn't find that entry.
And I simply checked the number of data for each table and found T5UTD and BTXFORM were not the same as the other system.

I rechecked the correction instructions of SAP Note 2176339 and the change in the attribute of screen 0100 has been correctly delivered. Could you please check if this object is properly activated? We changed this screen from a subscreen to a modal screen.
You can run the tool without effective dates with any TUB installed in your system, giving that you have installed cyclic G. I cannot think at the top of my head what could be causing this error. Therefore, the best approach would be to analyze the dataflow directly in your system.

The tool is not able to handle custom tax types, since they are not supposed to exist (T5UTT is not a customizing table).
My only suggestion is to have a custom report that recreates these entries after you run the Sync. Tool in productive mode. Otherwise you would need to exclude these entries from your transport when releasing it to your quality and production systems.
One thing that you might want to keep an eye on is what will happen to this custom tax type when SAP and BSI deliver the official tax type 99.
We are currently already analyzing the impact of changing the tax type data elements to three digits, for when BSI releases tax type 100. It might take some time until this happens, but it is better to be prepared.

Our developer has checked the status. Screen 0100 has activated all right, but he thinks that the screen type should be 'modal dialog box', not 'subscreen'. Can you confirm?
Maybe I can ask BASIS to re-apply notes and see how it goes tomorrow.
And when everything is perfectly working, what am I supposed to see in the pop-up box?

Yes, the screen 0100 is supposed to be a modal dialog box. I checked the note again, and this change is being delivered by the automatic correction instructions. Therefore, I believe that re-applying the Note will solve this issue.
If it is working, you will see the same effective dates table that was before in the selection screen of the report. We moved it to a pop-up, because SAP prefers that customers run the tool without effective dates, now that it is possible. If the parameter is not in the screen, the user feels less obligated to fill it.

I understand that you are referring to table T5UTD. However, the tax type field has a foreign key to table T5UTT. If you try to maintain the table T5UTD using view V_T5UTD, you will not be able to enter a tax type that is not available in T5UTT, which is maintained by SAP.
Therefore, I reinforce that custom tax types are not supported, and you will need to find other way to keep the data in this table, since the tool will delete these entries to keep everything in sync with BSI.

I understand fully and appreciate your insight. I guess this left us with no choice but to maintain such entries manually as suggested by you above.
Also, we also updated our system to modify the effective dates popup with the notes but somehow after opening up the effective date popup, we cannot close it as it is not responding to cross button.
So if accidentally we push the effective date button, the screen gets stuck there.
Would you please check that and advise?

We are currently using BSI Cyclic Update F and Bulletin Level 49.
We have 2 issues
1. I tried implementing Cyclic Update i , but it still shows F version , but i believe once i update the Master File TFL10064.pkg. This issue should be fixed i hope. Correct me if i'm wrong.
2. Our Current version in (DEV) for SAP_HR = SAPKE60493 , EA-HR = SAPK-60570INEAHR.
Our Payroll team is Attempting to discontinue the use of the Effective Date buttons referenced in
Notes 2176339 and 2182954. These 2 notes were part of the above Support Pack Installation.
We didn't implement the note via SNOTE.
However when we try to run the Manual Post-Implementation step, we get the error "
Program RPU_PAYUS_UDO_NOTE_2182954 doesnot exist"
Can some one please guide us in the right direction. I'm from SAP Basis . Thanks

I had the same problem getting Cyclic I to apply properly, and yes, applying the latest "Master File" solved it for me.
With regard to running the RPU_* programs from the Notes -- if you applied this via support pack, you don't need to run those programs. The programs create various objects that can't be directly delivered via SNOTE, but they can be, and are, delivered via support pack.

Synch Tool with ongoing error "... does not have the required TUB installed"
We have applied TUB 051 in client 000 and cascade the client dependent tables to our working client as we always did before. But we cascade only specific tax areas (FED, IN, IN*, MI ...) as we don't need others.
Now I want to start synch tool on our dev client - for TUB 052 which is the latest level on BSI client.
But I still get the above error ...
Do I need to cascade ALL the tax areas even if I don't need them?
(We are on 604 SP 0087)

Jayakiran, I already performed the cascade from client 000 to the working client for all of the client dependent tables. We did this also before TF10.
But I only cascade specific tax areas as we don't need all of them for our payroll.

For the new tax type in TUB 50, NC tax type 93, should there be a new entry as well for /493 in table T5US0 in the manual steps for note 2155723? We tried running a payroll simulation for one employee and we are getting an error saying there is no entry in V_T5US0 for /493. Thanks!

Yes, I believe there should be an entry for /493 and /D93 in T5US0 in note 2155723 because /493 requires a retro calculation to 01/01/2015. Also, function UTPRI parameter 1 needs to be set to U if you don't want retro taxes to be capped by what was deducted.

We have applied all the SAP notes which are applicable to our current system that are given in the note 2082725 before executing the Sync Tool in productive mode for the first time in our Dev Client for TUBs 47-50 with latest cyclic. There has been an inconsistency with the entries in table T5UTD. Apart from this Sync Tool seems to be working effectively bringing other cross client & client specific changes.
Ex: Out of the all the TUB 47 Local Tax Changes effective 01/01/2015, we could only see the entries for KYAW(RYLAND HEIGHTS CITY) & PC0C(Telford Borough) and there no entries for the remaining tax authorities of KY,OH & PA effective 01/01/2015. How do we address this issue ?
Tax Factory client is connected to the correct data set and also there are no unmapped tax authorities.
Any help is much appreciated.

Hi! I'm still a little confused. I ran the synch tool in our 000 client and was able to create a cross client transport. Do I now need to use the tool in our Dev environment to create my client specific transports or do I go to dev and do compare on the following tables and create my transport from those changes?

We are currently having an issue creating the client specific transport. Have no issue creating the cross client transport, however when we attempt the client specific, we get the following error:
'Client 221 is local, transport not permitted'
This error occurs no matter what client we try, including 000. I am not sure if this is a configuration issue, or we are overlooking something simple. Any help would be greatly appreciated.

So I have implemented the BSI SYnc tool in our Dev client, and moved my transports to Q. I also have my Reg Bulletins updated till 50, (not doing 51 as of now). When I check the Display Ver it shows me Reg version level 50 but I dont see Cross Client and Client Specific Ver update?? Is this normal? Once I move the transport to Q, do I need to do any other step to generate my updates?

This is normal. The bulletin version information on the ERP side is only updated if you run the sync tool in that client, so if you brought the client up-to-date via transports, you won't have this version information. It's not a problem, you just need to keep track of whether you've imported your transports or not.

If any of you are facing issues with the calculation of wage type /TM1, SAP Note 2165335 - 'TAX: Additional Medicare Tax considers pre-tax deductions' has been released to fix this issue.
The system was incorrectly considering the pre-tax deduction amounts when calculating this wage type, resulting in a higher amount.

We applied Regulatory bulettin 51 followed by Sync tool run in test mode for 6 effective dates(01012015, 01012014,03/012015,04012015,10152014, 07012015). We noticed in the results that in T5UTX, tax type 30 is not created for Wyoming.
Also in BTXFORM we noticed a change for date of 01/02/2014 which was not there in the Regulatory bulettin.
Is this issue being faced by others?

The note 2166454 has just been released to address tax type 30 for WY.
Also, the note 2168645 has been released yesterday, with instructions on how to create the new marital status for DC, which was introduced by BSI in Regulatory Bulletin 052
The notes released for the tool are updated in the FAQ Note 2082725 . You can also find the relevant notes by searching HRPAYUS_SYNC_TAX_DT. We make sure to include this term in all relevant notes.

How did you resolve the issue with an additional entry of 00430000 for effective date 01/02/2014 when applying TUB 51?
Even I can see the same entry even though the effective date 01/02/2014 was not entered on the selection screen. Also, these entries do not get added in the transport after executing Productive run.
I also see an additional entry for 00260000 (Michigan, Tax Category 70 to 72) and they are not adding to the transport request. We are applying TUB 51 & 52.

I see Cyclic 10.0.f.1 has been released. I believe I read somewhere that SAP would release Notes in the future for us to apply for Cyclic Updates; that the Synch Tool would not be used for Cyclic Updates. Is that correct?

Some cyclic updates have associated Notes, but not all of them. I don't think the Sync Tool has any real part to play with a cyclic, though. My suggestion is to give it a few days and watch the /hrusa space to see if new Notes show up there about it before taking any action... or of course, to post the question here. I haven't had a chance yet to read what's in the f.1 update. If it's not critical/applicable to you, then I would wait until next time you apply regulatory updates anyway, and do it all at once.

Synchronize Payroll Tax Data tool (HRPAYUS_SYNC_TAX_DT) is not updating the SAP tables. We are at HRSP level 79 and we are using this Synchronize Payroll Tax Data tool for the first time. We have updated the BSI with tub 50 and when we run this tool in productive mode, the tables are not getting updated. The history tab does not show any updates either. The transports that we have created are empty.
Even after running the productive run, I do not see sap table (Cross-Client and Client specific) update listed under "Display Version" of Synchronization tool.
I can only see "Level in BSI client: BSI Tax factory 10.0.d:Update Level 50"

Have you already applied at least TUB 019 to your ERP system manually, i.e. the "old-fashioned" way, and to your working client? Also, have you applied all the many Notes for the Sync Tool that have been discussed in this forum? There have been quite a few since HRSP 79. Graziela gave an initial list at the start of the thread, and then fairly recently in a comment summarized the more recent ones since the thread started.

Thanks for your quick response. Yes we did install the tub 19 in old fashioned way. In fact we are at tub 49 and trying to install tub 50 through sync tool for the first time. We have not been using the sync tool all these days and since SAP is stopping the delivery of tubs in the form notes, we just started using it but its not storing the values in tables. I did not install all other notes mentioned in this thread yet because I did not see any note in it addressing this kind of an issue. Do you want me to install all sync related notes invariably?
Note: I went through your blog on step by step process of using sync tool. Work of excellence. Really appreciate it. Thanks.
